Introduction

  • The number of people with refugee/displaced backgrounds around the world has exceeded 100 million, and with the constantly changing environment, the complexity and uncertainty of the challenges faced by the people concerned is further increasing. Under these circumstances, it is very di?cult for supporters to solve problems individually; thus, it behooves us to take leadership in solving problems by collaborating with external parties.
  • In 2022, a decade had passed since Japan Association for Refugees (JAR) established the employment support team. For over ten years, JAR has been involved in providing employment support for a variety of refugees, including refugee claimants, refugees resettled in third countries, and refugees from various countries such as Syria, Afghanistan, and Ukraine. The concept of leadership required in the ?eld has changed signi?cantly. In the past, leadership was largely about how individuals should be, but now the emphasis is on how organizations and the environment should be. In other words, anyone can play an active role in leadership in the current environment.
  • In this lecture, the current situation and challenges in Japan's reception of refugees, particularly in the area of employment support will be discussed, and changes in the concept of leadership required to achieve economic independence and the possibilities of the future will be considered.
